Can you make it to where you can always get gems from the lake guardians even if traded

I've been trying to get Palkia, my favorite Sinnoh legendary, but a problem came up. I bought a Uxie through the GTS and could not get it to make me a gem even after reaching its friendship quota. I do not have enough time to constantly play on this server and would help me dearly.
