im playing on pixelmon emerald and i was told legends have a chance to spawn every 66mins and i was wondering if it matters what biome i build in or are the legends oompletely random no matter what biome im in for example giratina has chance to spawn in ice mountains but on this server can he just spawn in any biome or if i wanted to try and get lucky for a legend to spawn on me do i have to be in a ice mountains to have a chance for it to be a giratina?

The world boss spawns every 66 minutes, not a wild legendary that you can capture. Giratina can actually be spawned in if you right click a Timespace Altar with a Griseous Orb after activating it with a Red Chain. The wiki has tons of good information regarding legendaries in general
