you cant iv train at all in pixelmon, you can only breed to get them, or get lucky with a catch

you can train EVs but not IVs, i dont play on the rival servers, but there may be a ./warp ev where you can train evs

If you are wishing to train the ev's of a pokemon you can go to /warp travel, buy an ev training ticket and right click the ticket in the air then use /warp evtraining. If you are asking about ivs' as the player above said you can't train those, those can only be raised by breeding, /pb, or using a bottlecap on them
