Lugia not spawning from clear bell

My bell block was not broken im not sure if this is supposed to happen, I have had them spawn in the same position before nor was I in front of the block.

Hello Dylanator0519. The Tidal and Clear bells have a 1% chance every sunrise to ring and if they do, they are guaranteed to spawn Lugia and Ho-oh respectively at sunset. If they ring and you leave the area or log out, it is possible they bug out and will not spawn the legendary pokemon.

Not that I am aware of, but it should be guaranteed to spawn on the sunset of the day they rang.
