Are you on Survival or Skyblock? I'm pretty sure you can't get librarians with mending on Survival-but my villagers on Skyblock have it.

It’s how servers are set up to handle tasks, and if it’s not configured right, things like mending won’t work. Hope that helps!

I think you can't get librarian villagers that trade Mending books in Survival mode, but in Skyblock, my villagers do offer Mending.
