How do you upgrade the levels of existing runes on your stuff?

I saw a message in chat where someone upgraded the level of Holy Cultivation on their hoe (they spent $580.65M to upgrade it to level XXIII,) and I'd like to find out how to upgrade the levels of runes on my items, too. Thank you

Im not 100% sure what you are saying, But this could be done by using a hidden treasure to over max your runes level. Hidden treasures can be found in the Golden Merchant. The Golden Merchant is located in different places, depending on the server. If you give me the server you saw this on and possibly also the chat message you saw. I can definetly try get you the information you need
