color codes not working on prison plot signs?

I've done the /colors command and tried the color codes and somehow after I write the code(s) and the word it just comes out as, for example, &l&4hi instead of being colored and bolded. Anyone know why it's doing this?

maybe swap the color and the bold code cause i think thats's it

tried that and a bunch of other things, still does not work
