Faction Permissions working?

So I got raided the other day, no big deal it happens. My question is: I had my chests claimed and in the faction perms I disallowed anyone who wasn't in my faction from interacting with anything, including opening chests, yet with these perms active, I saw them opening chests in my territory and actively take things out of them.

Anyone know anything?
