Did you try /resourcepack in game?

try /resourcepack first, and also check your resource pack setting is set to enabled or prompt in minecraft. if it still fails, look at the log for a 404 or ssl error and send that in a ticket so staff can actually see what’s breaking. i had a similar issue once because my dns was blocking a random domain i’d visited, https://xxxtremeroulette.com/parimatch-casino/ , and it ended up messing with downloads until i cleared it out. hope you get it sorted quickly
